I have an ipad 3g and it has a Sim card, i don't know if it is a micro sim, it looks just like the Sim cardd in an iphone. There are two kinds of ipad and the ipad 3g does have one and the ipad wifi does not.

iPhone 3GS uses a normal SIM Card, iPhone 4 uses a Micro SIM Card. If you buy an iPhone 4 you have to choose an operator which sells/supports Micro SIMs. Note that depending where the iPhone is brought (Apple, Verizon, O2) it might be locked to a certain operator.
I am using my Iphone 4 in Colombia with an altered sim card. The guy cut a sim card down and filed it into a micro sim. It works perfectly. I am on Tigo. The same thing should work for the Ipad. Same technology. I will admit the 3g seems very slow. The cost of the filed sim card about is $5.00 U.S. IP
If you have a 3G iPad, you will need a SIM card in every country. Wi-Fi only iPads don't have a sim card slot.
