Most houseplants need to be planted in a good potting soil. But, you can certainly use the pebbles in the bottom of the pots, to assist in drainage. You can also use them on the top of the soil, as a decorative mulch.
Some bamboo, vines and other cuttings will grow in pebbles. If you are going to use a clear glass container, use distilled water. Feed the plant occasionally.
