In order to use Safari and YouTube you need to be connected to the internet... hence you would need to be where there is a wireless internet connection, therefore you wouldn't be able to use it anywhere. Just where you can pick up a wireless signal. The iPod needs this in order to connect to the internet it doesn't have any connection to satellite like the iPhone does.
