Many phones are "locked" onto a specific carrier meaning you cannot use the phone with another carrier or service other than what that service company allows. These codes are normally secret and usually not availiable to the consumer, though there are third parties which crack the code algorithims and will sell unlock codes for phones.
The idea behind locking is that the carrier absorbs much of the cost of a phone, planning on making it back through service charges. This is why phones can be free or discounted with activation and contracts. Recouping phone cost is also why carriers charge early termination fees. By locking the phone, they ensure that they are the provider which makes money off of that phone.
