You can not video call with an iPhone/iDevice, you are only able to use FaceTime or another video calling app (ie. Tango), all of which require the other user to have the same app installed. If I hit the video call button on my S2 to call your iPhone 4S, or vice versa it will not work. we either both need an iPhone with facetime (or other app), or both need to be on another type of mobile device that does support video calls (nearly any other recent phone with a camera)

Facetime is free from cellular network charges because it does not use any cellular network, it only operates on WiFi, and if you jb your phone and have it run over 3g, it does have data charges.

Yes, you can. You can only use FaceTime to video call another iPhone 4 and you must be connected to wi-fi to do this. The FaceTime call receiver must also be connect to wi-fi.
