For a wholesale license, you must have an office, but need not have specific parking spaces for the sale of vehicles on-site.

Note that with that license you can only sell to other wholesalers or dealers. A wholesaler dealer can never make a retail sell anywhere, out of state or in state, only wholesale, which can be in state or out of state
