The biological father would have to voluntarily relinquish his rights or the court would have to terminate his parental rights to the minor child before the child could be adopted by anyone.
FYI, in most cases the "boyfriend" could not adopt the minor child even if the biological father were to give up his parental rights. The mother of the child and her significant other generally have to be legally married before the court would allow an adoption to proceed. This mostly depends on whether your state recognizes your union in some way (some sort of civil union). Occasionally, some odd exceptions are granted (in Alaska, there was a petition where a 3rd person wanted to legally adopt a child, and the court granted it)
If it's established who the biological father is, regardless what name is on the birth certificate, he will have to give up his parental rights in order for someone else to adopt the child. He can also go to court and have the name on the birth certificate changed to his.
He would have all of the rights that a biological father has. If he was not the biological father, then his name should not have been put on the birth certificate in the first place, unless he adopted her and the birth certificate was changed.
Yes, she is George's biological daughter.
u got me u are screwed I helped my adopted daughter find her mom and we have learned she has a younger biological brother and sister (different dad). My question is how is my biological daughter related to my adopted daughter's half brother and half sister. Or, is their no relation?

Well if you love each other and know you'll be together for a while and he loves the baby like his own daughter he can. Also you have to agree.
Why would you do that to your daughter?
