Cel is short here for Celluloid, nothing to do with prison cells or batteries ( cry cells, cellular phones). I have never heard of Path animation but Radiant-Pathe ( note spelling) was a Euro-British Newsreel outfit that covered all kinds of current events- now the stuff of the seven O"clock news on TV.
