Make sure the lever is rotating in the glove box and not the whole bracket. The outer cable shroud might have come loose so there won't be any leverage to move just the inner cable. If the outer shroud moves with the inner cable then remove the bracket and try it then. If you can see the lever and inner cable move and the outer shroud is stationary then worst case scenario the cable broke. There is an access panel under the spare tire, but it's real narrow, some can reach in and some can't not a lot of room with the spare in the way. You will have to get the Bentley Manuel to get it open if the cable is broke. You have to cut the trunk handle off.
I have a 1999 cabrio and the trunk release is in the centre console. If you unlock the little box there is a trunk release button in there. Hope this helps you out.

Remove the power trunk release, it may be stuck and holding the latch to the open position. I had same problem and found that if I use the key to unlock power lock then closed trunk - it worked.
Usually they are in the glove box, but they could be located on the floor, in front of the seat, on the drivers side, or on the drivers door itself. The 1998 Buick Regal unfortunately does not have a manual trunk release. There are kits available to add a manual trunk release, however.
