Different nightclubs have different images they are trying to portray. Khaki shorts and pants are very casual so a nightclub that wants to portray a dressy image would want to ban these.

Complimenting means the same as in the rest of the world, a nice comment. Unless your referring to partnering (Pas de Deux) complimenting would mean a fitting partner, someone who's the right height and body image that helps to add to the dance and is complimenting the other dancer.
