They HAVE been tolerating it since 1989 and quite understandably so, since this meant a severe erosion of Russian power in the region. The US has actively tried to also make Georgia and the Ukraine economically and politically independent from Russia but Russia has made it clear that it sees these regions as their 'back yard' and will not tolerate US or EU meddling here.
