Yes, but the primary services involved in that time frame would be USMC, USN, or USAF. They were the ones still doing various operations, etc. The main line forces (conventional forces) US Army had re-deployed earlier.
This is definitely possible. A WW 1 vet would have been born around 1900 and would put him in his late 50's. There were Vietnam vets this age who served in the Gulf War. This also could mean that it was possible for a Vet to have served in WW 1, WW 2, Korea and Vietnam.
Ngo Dinh Diem was born on January 3, 1901 to a noble Vietnamese Catholic family. A strong anti-Communist, he joined the United States backed government, and made himself president in 1955. While in power, he imprisoned and murdered hundreds of Buddhists, this caused the U.S. oppose him. Diem was assassinated in 1963 and this left Vietnam vulnerable to the Communist threat from the north which resulted in civil war. His uncompromising rule and overthrow, paved the way for the Vietnam War.
GI's in Vietnam were as young as 16; age 19 could have been possible for a 2nd Lieutenant; age 20 to 21 was probably more common, if to be the youngest. College degrees were NOT required for US Army officers during the Vietnam War. They were required for the USN, USMC, and USAF. USA officers were drafted, then tested for their GT scores, 110 or above qualified them for Army OCS (Officer Candidate School; graduates from these schools in WW2 were nick-named "90 Day Wonders").
Petra Blaisse was born in 1955.

No. The Army will let you join at the age of 17 if both your parents approve, so the earliest a soldier born in 1961 could be in the Army is 1978 - several years after the Vietnam War ended.

Neither he nor his challenger Mitt Romney ever served in the military. In the case of Mr. Obama, he was too young. He was born in 1961, and by the time he came of age, the Vietnam war was over and the military draft had been discontinued. As for Mr. Romney, he went to France to be a Mormon missionary during the war.
