Man, this kid likes to punish. There is a thin line between love and showing affection in this way. I heard cats are acting affectionately when the bite at your face, but who needs that. I would take the dog away, and wait until this 3 year old shows some real loving and kind affection towards an animal. The child just doesn't realize what is happening here, and has a learned experience problem going on. Maybe a cartoon set this off, where it was cute then, but not cute in reality.

YOU SHOULD GET HER TO A PSYCHIATRIST IMMEDIATELY. YOU COULD HAVE A SERIAL KILLER ON YOUR HANDS.

More information required. You say she tries to hurt it but in what way? If you are talking about chasing it, pulling its tail or ears or even trying to jump on it she may not be trying to hurt it. She may just be trying to play with it and hurting it innadvertently. If that is what you are talking about it is very common behaviour and you just need to make sure you keep supervising her, telling her puppy doesn't like that and she needs to be gentle and she'll grow out of it.

Another posisibilty, since you say it is a new puppy is that she is exhibiting a sort of cross-species sibiiling rivalry in which case you need to give her plenty of attention and model playing nicely together with the puppy.
