This may not be a satisfactory definition from an academic or technical point of view. Formal speech, or formal language would have different meanings depending on the area and the language in question. In general, though, formal speech is speech that is designed to be intelligible to the general population of speakers of the language, whether or not they live in the same area or country. For example, in the business world, a speaker will want to relate ideas with little or no fear of colloquial or idiomatic meanings clouding the intended meaning. There will be a standard or general vocabulary, grammar and syntax that is understood by the vast majority of speakers, so that information is shared with as little misunderstanding as possible.
