Outlook on any Windows OS requires you to click the File tab in the mailing application. Find and click Options, then the Advanced tab or button. Under the RSS Feeds, check the box Synchronize RSS Feeds to the Common Feed List (CFL) in Windows. Try to uncheck the RSS option for that feed, too.
