According to legend, no. Three members of the Continental Congress, George Washington, George Ross, and Robert Morris met with her in May of 1776 to discuss making the flag. If she didn't make the flag it isn't known right now. This is a story her grandson told in 1870. Congress gives most of the credit to Francis Hopkinson who designed the flag. The first flag was made for the navy in 1776 and it was a basic British flag with stripes. The second flag had stars where the British flag had a cross.

There is no proof that Betsy Ross sewed the first American flag. There are no records or receipts. Her grandchildren made the claim and they hired an artist to paint Betsy Ross and used the girls in the family as a model.
