No. The concept of the atom was postulated by Ernest Rutherford in 1911 and Niels Bohr in 1913, based on the Greek term for the smallest (uncuttable) part of a substance.

Dmitri Mendeleev (1834-1907) is the Russian scientist credited with establishing the modern form of the Periodic Table of elements, in the 1860's.

On 6 March 1869, Mendeleev made a formal presentation to the Russian Chemical Society, entitled The Dependence between the Properties of the Atomic Weights of the Elements, which described elements according to both atomic weight and valence.

It's interesting to note that Dmitri Mendeleyev "reported, 'I saw in a dream a table where all the elements fell into place as required. Awakening, I immediately wrote it down on a piece of paper. Only in one place did a correction later seem necessary.' As a result of this dream, the periodic table of the elements was created. It enabled Mendeleyev to predict the existence, as well as the properties, of three new elements; those elements were discovered within fifteen years." (See B. Kedrov, "On the Question of Scientific Creativity," Voprosy Psikologii3, 1957, p. 91-113)

Certainly one of as he did invent the periodic table and based on physical properties, he predicted the physical properties of other unknown elements
