I just read a book about something similar to this. you penis is getting really hard because you are having an erection. that is something that happens during sexual intercourse, and it is normal for this to happen when you are thinking about girls, and girls underclothes and all that because you are associating this with sex.. but putting on the girls underwear is REALLY WEIRD and embarrassing. I think it's normal, though, but it's not something that you want to tell anybody about...people won't always understand, and it's a private thing.
your "boobs" are probably just fat. especially if you are overweight, or even just a little chubby. you are a guy, and you will always be a guy.
