During the late 1800's, after the first large Irish Immigration into America, Irish immigrants were considered to be the poorest of all the immigrants coming into the United States. Yes white Americans did and do participate in the dual labor market. This has been going on since slavery and since the Indians were sent to the reservation, because of their status and culture they may not be considered for a certain job.
