Yes he did!

Daniel 4 talks about Nebuchadnezzar looked around his kingdom and said, "What a great kingdom I created!"

God told him that He allowed King Neb. to be the king. So to humble King Neb. he would be in sane for 7 years and then he would get his kingdom back. So King Neb went insane for 7 years and when his kingdom was restored he glorified God!

-Added by another user. Yes Nebuchadnezzar did go insane but to clarify, we are not 100% sure for how long. Where it says in Daniel 4 that "7 periods of time pass over him" does not equal 7 years. Daniel is partly a narrative book, partly a prophetic book, and partly an end times book. Daniel uses numbers in a symbolic manner. Throughout The Bible "7" stands for completeness. Take Daniel 3 for instance, "The furnace was heated 7 times hotter." Did Nebuchadnezzar have the largest thermometer and wait for the fire to go from 150* to 1050*? I think not. It simply means as hot as possible. The king's madness would last as long as necessary until he recognized God. Considering the verse 33 ("His hair grew as long as eagles' feathers, and his nails were like birds' claws), it sounds as though the period of time is somewhere between 7 days (which other literalists like to interpret it as) and 7 years. I cannot back this up but a few years ago I read an article (and I cannot remember what journal it was in) that believed from historical evidence that the King was out of commission for about 4 to 5 years.

Who was it in the bible that grazed with the goats for 7 years?

Nebuchadnezzar. In Daniel 4, King Nebuchadnezzar has a vision, which Daniel interprets for him. Daniel tells Nebuchadnezzar that he will be driven from men, and that he will dwell with the beasts of the field, and eat grass like oxen, for seven years, until such time that he comes to realize that "the Most High rules in the kingdom of men, and gives it to whomever he chooses." (NKJV). Daniel advises Nebuchadnezzar to turn from his wicked ways, and show mercy to the poor. Instead, about one year later, Nebuchadnezzar is admiring all that he has, and boasts "Is not this great Babylon, that I have built for a royal dwelling by my mighty power and for the honor of my majesty?" (NKJV). That very hour the vision of Nebuchadnezzar began to be fulfilled - Nebuchadnezzar was driven from men and ate grass like oxen for 7 years. At the end of those 7 years, Nebuchadnezzar lifted his eyes to heaven, and his understanding returned to him. He blessed the Most High and praised and honored Him. Nebuchadnezzar's kingdom was then restored to him.
