Born in 1908, Lyndon Johnson was too young to serve in World War 1. He had already been serving in the House of Representatives for several years when World War 2 began. While still serving in Congress, he became a commissioned officer in the Navy Reserves and was sent to inspect the shipyard facilities in Texas and on the West Coast. President Roosevelt later assigned Johnson to a three-man survey team for the Southwest Pacific, where he was an observer on a high risk mission of bombing the Japanese airbase at Lae in New Guinea. (Reportedly, his plane had mechanical problems and turned back before engaging in combat.) Johnson served throughout the war on the House Naval Affairs Committee, seeking to improve military efficiency and effectiveness.
