No. He did not.

Protagoras was the first Sophist and believed in skeptism, but unlike Socrates believed in the validty of only relative truth. Any truth needed a believer. Objective truth did not exist. Man is the measure of all things, and anyone presenting an absolute truth or objective truth is to be doubted.
