Technically there is no "Roman Catholic Church", that is just something that started in England after the reformation and as found itself into the English language, but the Catholic Church, itself, never uses that. That Catholic Church is the Mystical Body of Christ, see Acts 9:1-5 and 1 Corinthians 12:12-14. As such it is operating with His Voice through the Vicar of Christ, the Pope in Rome (see Matthew 16:17-19 for St. Peter appointed first pope). Thus when the Pope is speaking ex cathedra

(from his "chair"), he is speaking for Christ, again read the Matthew verses. In other words, God (Jesus Christ) has absolute power in religious matters - if you want to put it that way, and He communicates to His people through His appointed Vicars, Our Blessed Savior is basing this on the Prime Ministers in the Davidic

kingdom - see Isaiah 22:15-25, which is Our Blessed Savior's basis for his statement in Matthew 16:17-19. This is an office, and St. Peter was the first to hold that office, it continues through all the Popes.

Yes. It might not be accepted by the Catholic Church because the Hindu isn't Christian and the Catholic church doesn't recognize inter-religious marriages, but the state does and that is all that matters.
