The treaty does exist and there are many witnesses to the meeting between Aliens and President Eisenhower. Most who were there are still afraid to speak a word about it to anybody. Evidence has been obtained which is kept in the Library of Congress proving the meeting with aliens happened but documentation of the treaty signed by Ike is still many levels above top secret.

The government does neutralize those who break secrecy oaths. Most who have spoken out and broken their oath did so because they didn't have long to live anyway and believed the truth has been hidden long enough. The government has been hijacked by the evil forces he warned us about which operates their iron grip through the Federal Reserve.
