A dominant client is a customer that, given their size and special needs, exert a major influence in the shaping of technology. An example would be the various branches of the military. They can dictate their own terms to the company.
A dominant regulator is a regulator or a company that dictates his terms in the market and runs the market through its policies.A good example would be the FDA, who can order food and drugs off the market if it feels they are unsafe for consumers.
