Topic is the subject matter, what "it" is about. Title is simply what the author calls his/her article or story.

The topic should be self explanatory and it should be crisp, complete & understood uniformly

The title is a brief phrase that encapsulates the main idea of a piece of writing, while the topic refers to the broader subject matter or theme that the content is focused on. The title is often more specific and catchy, while the topic is more general and encompasses a wider range of ideas.
