- I am surprised not to see Argentina on this list. Argentina was famous for allowing Nazis to live and thrive there after WWII. With or without a legal treaty, the U.S. will use any and all means to obtain a person they want. It makes no difference because the U.S. can just give ANYONE the label of 'terrorist' and it gives the U.S. what they believe is a carte blanche OK to assasinate or kidnap someone.
