They will eat carrion when they find it, and fight other eagles over it. The Bald Eagle will even chase other raptors, forcing them to drop their kill. They don't have to eat each day, but they can't go for prolong periods without eating. They have been seen hunting in pairs, and even going as far as attacking other raptors to steal prey or force them to drop their prey. But as for eating dogs and cats, they are raptors that normally prey on water species. Considering their lifting power of four pounds, a dog, or cat would need to be either already carrion, or very young. Anytime that domesticated tiny young animals are introduced into a wild environment, they should be closely supervised, if not harnessed. That rule should apply to pet birds as well.
