When you fill it up gas flows to the reserve tank first and then flows into the main tank.

All Honda fuel pumps are in the gas tanks except for the first to third gen i believe i own a 2002 Lx and it's in the gas tanks and every civic I've worked on it's been there (you get access bu removing the rear seats and hey presto there it is inside the tank)
Turn your gas off. Unhook the gas line from the carberator. Put the end in a bottle or something. And turn the gas on Reserve.
