It depends on what branch of Judaism; Orthodox Jews see women as polluted and impure, and the law says they are only allowed to touch their wives for producing offspring. Additionally, a given Jewish woman is to have absolutely no physical contact with her husband, AT ALL, during her menstrual period. If, for example, a wife undergoing menstruation accidentally brushes against her husband, her husband has to go ritually purify himself.

Jewish women do shake hands with each other. However, within Judaism, there is a concept called 'shomer negiah'. Religious Jews who observe this concept do not touch people of the opposite sex to whom they are not directly related. This goes in both directions - women won't touch men and men won't touch women they're not directly related to (mother. sister, wife-who's-not-a-niddah, daughter). This includes not shaking the hands of people of the opposite sex. Less observant and non-observant Jews do not follow this law.

It's not just Orthodox Jewish men who don't shake hands with women, Orthodox Jewish women won't shake hands with men. This is a part of the practice of modesty. It's considered improper to have physical contact with members of the opposite sex you are not related to.
