No - the only U.S. Navy Carrier to have its own sonar system was the USS America (CV-66), a post-WWII Kitty Hawk-class Carrier. For ASW operations, all current Carriers rely on their Surface escorts (Destroyers/Cruisers), ASW aircraft, as well as the one thing you never see in a Battle Group - a Fast-Attack Submarine. All CGB's / CTF's have at least one escort Fast-Attack with them at all times.
For ASW aircraft systems (dipping sonar) they're handled by AW's; Sonobuoys are expendable so they don't require maintenance. P3 ASW systems are also operated by AW's.

The HTC Legend is a phone. It's availability in the pay as you go, or similarly named plans, is handled by the specific carrier. However, if your carrier does not offer it in a pay as you go plan, you can buy it on the side and activate it with a pay as you go contract.
