No, the NJ Department of Banking and Insurance (NJDOBI)requires all pre-licensing courses to be taught in live classrooms.
Once you obtain your producer's license, you can take Continuing Education (CE) courses online. Online CE does require a % passing grade and in many cases the test is not open book and requires a Proctor to monitor you while you ake the test.
Live CE courses do not require a passing grade, only attendance to the course and a certificate of attendance issued by the Vendor giving the course.
All CE is sent to Promissor's and you can check your CE status (credit hours) online through the NJDOBI.
My personal recommendation for pre-licensing is Kovat's School of Real Estate. They have a 9 day course available, a great course pass rate and good State exam pass rate. You can find their listing at www.BigYellow.com
