No, is it incorrect to say that a battery produces the charges that circulate in a circuit. This will continue until the "last electron" in the circuit at the positive terminal of the battery leaves the circuit and "goes into" the battery. Current flow in the circuit is like musical chairs with electrons everywhere in the circuit "moving over a space" to cause the current flow.

Having gone through all that, it should be easier to see why a battery probably should not be considered the producer of charges that circulate in a circuit. Rather, the battery is the source of the voltage that drives the charges (the current) in the circuit.
