Testicles are oval firm bodies found in scrotum, which is bag of loose skin hanging below the penis between legs. In cold weather the dartos muscle contracts to pull the testicles close to the abdomen. This is when the scrotum appears empty. However, if it is always empty (rare) then it is because of congenital abnormality of undescended testis.
