Nope. Birds, unlike most mammals, can fly, and therefore simply migrate away from bad weather, like winter. Rather than trying to find a suitable place to stay for months, and putting on enough fat to survive that long, they head south for much more moderate climes.
Consider as well, that most birds that do stay in unfavorable areas during winter often burn off ALL their fat during the night. A chickadee will have to eat all day just to survive one night. As they are now, there is no conceivable way for them to survive an entire season hibernating.

What makes things even more perplexing is that individual chipmunks can change their hibernating behavior from year to year. However, researchers do generally agree that hibernating chipmunks are most apt to leave the safety of their burrows during unseasonably warm weather early in the winter.
To chipmunks, it's like the weather is saying, "Cold storms coming! Be prepared!" The chipmunks already stored their food, so all they need to do is be prepared and wait... Because hibernation means winter and winter means cold weather and cold weather means snow so there's barely any food around for chipmunks.
