According to Wikipedia, disclaimers are usually used when there is "uncertainty, waiver or risk."
If the board sends communications by e-mail to its membership when uncertainty, waiver or risk is involved, then a disclaimer would be appropriate.
The association's attorney can craft the disclaimer to protect the board.
