The purpose of the draft is to resupply the military with a combat force in an emergency situation, and being that women are ineligible from assignment to a combat position by military regulation, they are excluded from the draft.
I don't want this answer to be misleading at all, so to be clear, a woman will not be given the role of "rifleman", forinstance. This does not mean that a woman will never have to fire a rifle, it just means that it won't be her primary job. She may still be stationed in very dangerous and hostile locations, and fighting may become a routine activity regardless of the fact that it isn't her primary job.
