Not according to my observation. When they sleep, their eyes are still "open" but they do not seem to react to any movement outside the tank. So I think they somehow stop seeing things even with their eyes still "open". I think they are sleeping when they either stop moving and sink to the bottom of the tank, or when they move very little with their fins just to stay afloat. I also noticed that they tend to "raise" their head to a more "upright" position when sleeping. Once I noticed my goldfish did something very cute when she sleeps. She (I presume) hide her head behind a leaf, while resting her body on a small branch of a plant inside the tank.

Expirement. close your eyes for a good 10 seconds. Then open them and get close to a mirror when you do this. When you open your eyes, you'll notice that your pupils will get big and then really small(fast).
It means that you are aware of your surrounding, And are not in a deep sleep. Hope this helped :)

interestingly they do not have eye lids to close their eyes with. They also don't really sleep. They rest with their eyes open. Their resting is some where between resting and being fully awake. The slightest ripple with rouse them.
a fish sleeps with its eyes open...so you cannot notice whether its awake or sleeping..or even if it sleeps...it stays in one place

Most fish can't close their eyes. Some of them don't have any eyelids! Some special fish,+alligators, have invisible clear eyelids that help them see underwater.
