Fleas are small but hardy insects. The active life expectancy of a flea is normally 2 weeks, but they also have an inactive life cycle. Fleas that are alive in cold weather become dormant. They adjust their heartbeat and body temperature to the elements around them and suspend their lives until warm weather. Subzero temperatures will kill some of them.

yes fleas can live in cold temperatures, in fact as long as they have just a tiny bit of materials such as: fur, grass, dirt ,cloth ,or skin they could live
