Some seeds (mangrove and coconut) can. But in most cases the presence of salt causes moisture in a plant to come out of the plant (by osmosis) and this means that the seed/plant can not grow in a salty environment unless it has special adaptations for dealing with salt.

The reason that plants don't grow with salt water is because salt suck out all the liquid in the plant causing the plant structure to collapse.

the salt stops diffusion in the cells so the plants can not get water. the salt condenses on the plants and they eventually die. one type of plants called halophytes can survive it.

No. Not all the plants can grow in seline water. Only Mangrove plants & sea-weeds can grow. For example, Rhizophora, Avisenia.
