Answer:
The original structure of the police as they now exist was a group of hired thugs ,charged with rounding up run away slaves. After slavery was outlawed they became known as peace keepers , however most of the so call peace keepers did little to keep the peace and more to advance their stronghold on small communities.

Through a series of progressive steps , they eventualy evolved into the municipal fund raisers we are familiar with today, and for the most part have maintained their ego based, thug mentality.
