Yes, they do, to a point. Consider that samples in mags are not the direct scent from the bottle, but are as close as you will get other than going to the cosmetics counter. If you like the scent in the mag, you will like the scent otherwise. Also keep in mind that everyone's body chemistry is different and scents smell different on different people.
