Comment on Answer: I have a boat, and discuss with this question people at marina's, both employee's and users, and many people I run into with regard to this question. Contrary to the posting above - those people have not been able to answer the question. I'd prefer a factual answer from wiki - I know how to navigate the real world already (i.e., I know that I can get legal advise on how to research is a law exists in NJ and then I can pay someone to do that research, or do it myself) However, I was hoping that the wiki answers site would produce a factual answer to a specific question - that would replace the real world search.
