Yes and No

When you fly somewhere your name is run against the several databases by the security contractor / airline and/or Immigration.

SO no it is not "The Airport" but the appropriate authorities are going to find out.

No. In the US, the airlines have a "no-fly" registry that is updated regularly and all passengers are checked against this at check-in. The specifics of the list are classified but the list if maintained by the FBI and Homeland Security. Federal warrants may cause a name to be placed on the list. However, state warrants do not generally get people on this list except for certain crimes that would be reported to the FBI (murder, rape, arson, kidnapping, etc).

When you catch a plane you check in before you board the plane PS there should be a gap between YOU and CHECK Should I put should or have to in the empty space and why?

"When you catch a plane, you ___ check in before you board the plane." Please insert should where the gap is, per the AP Stylebook. Should expresses an obligation.Or you could shorten it to: "When you catch a plane, you should check in before you board it." Hope that helps!Should is not the right word here. It is "must." Must expresses obligation. Should suggests some flexibility ( "Well, you should check in first, but I guess it's OK to let you board") and there is no flexibility in boarding airplanes these days.

Can you board a plane to fly in a state that you have no current warrants in yet still have warrants in another state?

Warrants are warrants. They do not "go away" just because you move or travel to another state. If the warrants are entered in the national criminal database and/or the originating jurisdiction indicates that they will extradite you, you cannot get away from them. If the airline checks your name against a database of wanted or suspect persons (more and more common these days), your name MAY generate a 'hit,' which could result in your being taken into custody by the airport police to be held for extradition.

How do you check out large dollar item being shipped out of state before money exchanges hands?

Can you get on a plane with over due speeding tickets?

Yes you can. A consequence of over due speeding tickets can sometimes be an arrest warrant. Airlines do not check passengers for warrants. And airport police will only do so if criminal attention is brought to oneself in the airport. Don't yell bomb and you're good to go.
