Most hardware stores make copies of keys. The 1998 Intrigues do not have chips imbedded in the key so you can get copies anywhere they make copies. Modern cars you have to go a locksmith or a dealer to do it which is very expensive. Just the key alone could cost $60+. Expect to pay no more than $10 for a copy for your Intrigue.

Yes, it has a chip. You can take the key to the Walmart auto section where they make keys. They can test it and tell you if it for sure has a chip but I am 99% sure it does.
No, not everywhere. You car has a transponder key. The new key will have to be programmed. Some stores can program the new key for some cars and not for others. It depends on what they can and cannot do. Even Walmart can make and program keys for some models. They sell for around $35 at Walmart. Just go ask and they can tell you if they can program the key.
