Some people's hip bones are just close together, giving them small hips, basically no hips at all, and other people just have wide hips bones. Some people are naturally curvy. you do NOT have to be fat to have hips, its natural. usually, you either have it or you don't. if you are stick thin you probably wont have much for hips, if you work out try not to sweat so much, sweating is great ofr burning calories, but obvioudly that's not what you want to do, i suggest you do excersises that focus on your legs and arms only, making them toned, but leaving a little room for your hips to widen.
