Yes when referring to a specific nation's government. For example: "The United States Government is divided into three branches or parts."

But not if talking about government in general such as: "The role of government is to administrate the nation."

It is sometimes but not always capitalized. It is capitalized when it is used in a title, or when it is part of the name of an organization or branch of government. When it is part of the official name of a state, as in "The State of Rhode Island and Providence Plantations", it is capitalized, but not when referring to the states in general.

You would not capitalize it if you wanted to make a distinction between Washington DC and the state of Washington, for example. Washington state University would be another matter of course.
