  • If you are going to an engagement party or bump into either of the parents then yes you would congratulate them, but if not, then it's not necessary to phone them or send a congratulations card.

Better to say "Best wishes for you both" or "Wishing you every happiness.".

"Best of luck" kind of implies "good luck, you're gonna need it with this guy...."
