No. Periods can only occur to people physically born as as the female sex because they happen due to the womb. A sex change does not give you a womb.

No. Because only vagina is constructed in the surgery called as SRS ( Sex Re-assignment Surgery). Periods do come from womb, which is absent in transvestites male to female.
