yes, generally. But some inexpensive scopes will come with rings, usually only for Weaver bases. Regular-style magnifying rifle scopes with a one-inch tube need a set of rings to attach them to the scope base or the gun's receiver.
But some red-dot type scopes don't need rings-- the clamps that attach them to the gun are built right in.
